does beta version use ANSI for flac ripping

I am currently using the beat version of the ripper, & when I went into the dbpoweramp configuration, the options where one chooses things like ANSI was not there, what does it use? I want the text encoding to be the most universal for devices.

FLAC uses Vorbis Comments, these are written as UTF-8 (unicode)

It's my understanding that Field names should be English Language ANSI, the Values should be UTF-8, like this:

ANSI=UTF-8

so the beta version flac is using a universal English text coding through the vorbis UTF-8?

Every version (beta and non beta) has written ANSI=UTF-8
