Pad track to two digits

I have the "Pad track number to two digits" box UNchecked under Options, yet my tracks are still be created with two digits. Is there another setting I need to change so tracks can be created with a single digit?

(My apologies if this has been covered -- my forum search failed to turn up an answer)

If you take a flac file >> right click >> Edit id tags, it is padding to 2 chars?
