multi cpu not working as i thought it would

As the title says im just confused when i rip a cd in a single format eg flac, cd ripper rips a track, the ripper moves on to the next track and encodingis done on the second cpu. However when mulit encoding, it rips the song then does both encodes and when they are finished it starts ripping the next track, now it does this with the multi cpu option on and off, i ask because the time it takes to rip one track is more than enough time to encode both on a sepperate cpu. Is it suppose to act in this way for technical reasons or is something screwy with my system???? if anyone wants to know its being done on a core duo e6600
