Accurate Rip confidence in FreeDB different

Can someone explain me that:

I ripped a CD with EAC in 2009 - "accurately ripped" - confidence 100.
I ripped the same CD today again and got:
"accurately ripped" with the same copy CRC - but confidence just 17 ???????????????????????

Normaly the user copy results in the free DB should increase instead of desrease. ???
Why do I have today just only 17 coincidences, and 1 year ago 100??
Where are all the other user rip datas?

Not taken over in V2?
So V2 started as a new empty database?
