HDCD decoding

I found this following thread that states or implies that dBpoweramp may not completely decode all HDCD information when the HDCD DSP is used when ripping:

Is the link above accurate? Does dBpoweramp decode any and all HDCD info in a track when the DSP is used? thanks.

I am not into the technicals of HDCD too much so cannot pass comment. Apparently some people sugguest the some transient filtering is not implemented in hdcd.exe, then others state that this has never been used on a release, or something like that.
