FLAC 14 Version Serial Didn't Change?

Why did the version number not change? Both this one and the previous version read "FLAC reference libFLAC 1.2.1 20070917" in the tool tip that opens when one mouses over the file name.

So the core encoder didn't change. I have to conclude then, that you have the FLAC encoder packaged or bundled with other software that you add on, and that this software, not the FLAC encoder is what changed from 13 to 14.

No, see the change log, we changed our code around the core of flac.
