How does the star rating work?

I'm ripping my CD's for the first time with DB Reference that I purchased. I notice when I put in a CD for the first time, some songs have different ratings. Where is it getting these ratings? Is this from PerfectMeta? Is there a way to set all CD rips to an initial (3-star) rating?

AMG supply ratings, generally giving the more popular tracks on an album a higher rating. Obviously it cannot guess your tastes
