dbpoweramp portable?

I bought a copy of dBpoweramp Reference R16.2 and I have it installed into my Windows 10 desktop. I am migrating to a new Windows 10 computer. Can dBpoweramp Reference R16.2 be installed as a portable app? Or, is there a portable version of dBpoweramp and, if there is, do I need to buy dBppoweramp again? Thanks.
