Restart Asset vs Detecting Changes vs Refresh All

I apologize if this has already been explained, but I have not found a thread about through Search.

What is the difference (in non expert terms) between these commands in Asset UPnP configuration?

Restart is simply that, it restarts the program, no scanning.

Refresh All rescans all files, detecting changes only files which Asset thinks have changed.

Why or when would Asset need "restarting"?

Just an option which is always good to have.

I've found there are some settings changes that require a restart for them to take effect even though Asset itself doesn't always prompt for it.
