Is it possible to split a harddrive and keep the data on the new partition?

Something like 'partition magic' can do this.

Jep! PQM is fine for this! and its quite easy!
Two things I discovered!
1. Keep a registered Copy of Gdb (Get Data Back) in sight!
2. The HDD should not be filled over 80% at all. It'd slow the process extremely.
3. Defrag before partitionating!

As Spoon said, Partition Magic can resize existing partitions and create new ones. Note that you should defragment before doing this to try to move any data in the sections you are about to move to a different partition.
If you have a freshly formatted drive, XP Setup can partition your drive for you.

You would probably lose the data in the area your moving to a new partition.
