Is there a way to make sure that id3v1 tags are ALSO created when using the "tag" parameter for the mp3 conversion ia command line? (there are cases when I will want tags in both formats).

Yes switch on ID3v1 tag writing in dBpoweramp Configuration >> Codecs >> Advanced.
