Can I add an audio snippet to an existing file?

I'm very new at this.

I believe dbpowerAMP can easily convert a wav file to mp3, correct?

Will this product also allow me to take the mp3 and add an audio addition at the end of the mp3 file? Like a splice. Is that possible?

If not, can you recommend how/where I can accomplish this?
