Two extra bytes in fmt chunk

I noticed that when ripping to wave with dbpowerAmp, 2 extra (null) bytes are appended to the fmt chunk. Is there any reason for this ?

I wish I knew how to decode the fmt chunk. The only thing I know is that it's usually 16 bytes long. Any simple references ?

search for WAVEFORMATEX, winamp only writes the older waveformat, it cannot handle compressed wave streams.
