Is aac to mp4 conversion transcoding?

Does the dBpowerAMP-codec-aactomp4.exe do transcoding when convering a raw aac file to mp4? It seems that in theory this conversion is possible without the loss of quality inherent in transcoding between lossy formats.

To quote the codec description:

Moves aac audio files in or out of a .mp4 container, without loss to audio quality.

So the answer is yes, it transcode it with no loss of quality.
