Lost my mpeg-3 layer

This is starting to get ridiculous, now after uninstalling dBpowerAmp music converter and reinstalling it I've not only lost the proper codec for the program that I need but the mpeg-3 layer is not showing up at all. I have all the other formats but not that one. Is there something that I am doing wrong or is this a glitch in the program itself. Any help would be appreciated.
