Can anyone tell me how to do this? Will this write AMG tags to a file?

The DSP effect Write Metadata will yes, it can write as XML, all you need to do is add the effect.

It doesn't seem to like when I add this DSP effect. Does it need to have a pre-made file to write to, or is it smart enough to create the file in the correct format?

Can this be run in converter to scan my library and catalog all the tags that I have?

It will only write when converting audio from one format to another, or you could convert to Test Conversion.
