Updating Vorbis OGG

Is it possible somehow to manually update the Vorbis OGG (aoTuV and v1.2.3 to libVorbis v1.3.1)?

See:

C:\Program Files\Illustrate\dBpoweramp\encoder\ogg vorbis (aoTuV SSE3)

you can replace the encoder exe
