Encoder Updates

Minor fix of all CLI encoders, the fix is for systems where short filenames have been disabled (with NtfsDisable8dot3NameCreation).

Updated Codecs (note versions are unchanged, only a handful of people will be affected by this):

mpc
Ogg auToV

(m4a, Optimfrog, shorten & tta are being updated in anycase)
