lame and qaac quality question

can I ask a question about lame 320 and V0 quality and QAAC quality settings?

on both encoder there is the setting quality normal or high

does the encoders give better results or do they use old engine?
seeing i have read on many forums ,that high quality...

I made a qaac.exe cli encoder script, everything seems fine, yet i get this one persistent error.
