I have some questions which I've been curious about - When Accuraterip was first being developed, how was it determined/decided what a "0" offset would be? Is there such a thing as an "absolute zero" offset? What technical procedures were involved in figuring this out?

Drive read offset question
If my drive read offset is +48 in dBpoweramp and my drive cannot read into the lead-in or lead-out, do I have it correct that only the last 48 samples of the last track on each audio CD will be missing/nulled?
In otherwords, does a +48 offset in dBpoweramp mean that my drive actually starts... -

Here's the problem. My offset was set to +696 at the program's initial setup. Almost all the CDs I have ripped have been fine, but I have a CD (They Might Be Giants - Apollo 18) that when ripped, most of the individual track rips have an annoying 1/10 second...
