how do i use a windows ACM codec

i am trying to get a ACM codec to work with db power amp i attempted to use acmenc (http://nyaochi.sakura.ne.jp/software/acmenc) and the cli encoder but i cant seem to make it work any help would be greatly appreciated

I am so much in need to add thrid party codecs to an app.
Is there a way to do this with this app?
The 3rd part codecs is from Verint - I360 - they are wav files but when I try to convert I get:
Error converting to mp3 (Lame), 'C:\TEST\200100004743131.wav' to 'C:\TEST\mp3\200100004743131.mp3'...
