Trouble with CBR mp3 conversion

I am using Sharp GX32 handphone which can play mp3.

However, it can only play 192kbps or below CBR mp3.
I have tried to use dbpowerAMP to convert mp3 to 128kbps CBR
However, it cannot be read of the handphone
If I use CDex or Xing to directly convert to 128kbps CBR mp3. It is okay.
Why?

Of course, it read unicode ID tags which cannot be done by dbpowerAMP.
Can it support ID tag encoding conversion?
