Wavpack doesn't run under 256 kbps

I tried to use the Wavpack encoder to convert from .cda to .wv
I set High quality lossy at 196 kbps but it convert only at 256 or above
After I tried the same with lossy but the story doesn't change.
Finally I used 'Create correcyion file' but I got the same result.
What do I have to do if I want to encode with Wavpack in a lossy format under 256 kbps?
