OGG to MP3

I have downloaded some OGG audio files, as well as install the OGG Codec from Cedec Central, but I still cannot convert the OGG files to MP3 or vice-versa. I keep getting messages telling me to download the OGG Codec even though I already have it. Am I doing something wrong? Thanks in advance for a response.

Edit: After reading about a similar topic in another forum, I have turned off "Preserve ID Tags", but I still get the error.
