is the error i am geting while try to convert an .mp3 to wav to do this for hlss the file needs to be brought to 16bit rate 11250 i think and mono

Your source file is a wave file, atleast it has a .wav extension, if it is an mp3 then rename it to .mp3 and it will convert.
