please tell me the enrite process in converting an mp3 to a compressed bit rate_16kbps,audio sample rate 11khz....please do reply and help me out

The CODEC required to compress 'E:\Documents and Settings\guest\Desktop\converted\Track06.mp3.TEMP. mp3' could not be opened.
