When I burn a AIFF 24/96 CD to Flac it comes out at 16/44.
Is there a way to keep it at 24/96?

You have AIFF data files on a CD?
Burning = writing CD
Ripping = reading CD
You are reading from a CD, or writing a CD?

Can I Rip it to Flac 24/96?
Hold the mouse over the AIFF file, the popup information will show what type of bit rate and sample rate it is, do the same for the created FLAC file.
By default dBpoweramp would match the source frequency and bit depth, unless you are using DSP effects (such as resample and Bit depth).

In Windows File Explorer, you would right click on an AIFF file >> Convert To
and select FLAC as the encoder, you are doing this?

Right click on the FLAC >> properties
and select the audio properties tab, what does it say for bit depth and sample rate?
