    Resample mp3 without Re-encoding?

I have a bunch of mp3s I ripped long ago that use a sample rate that is not supported by my PhatNoise PhatBox. (It requires sample rates be 11 KHz, 22 KHz, or 44.1 KHz.)

My question is, is there a way to re-sample/upsample these files to a supported sample rate without re-encoding? I know that I can re-encode them but I really don't want the music to go through two stages of compression.

Thanks in advance for any help.

As far as I am aware, you have to re-encode the mp3 in order to change the frequency.

I can't imagine why anybody would think no re-encoding is necessary. It is a fundamental property of the file that requires changing. Of course it has to be re-encoded.
