WMA Compression

I can't convert my MP3's into WMA with a bitrate or more than 20. If i try to convert them to 32 or 48 it says the codec can't be opened. What's wrong?

Certain bitrates and frequencies cause problems on some computers - I know the high bitrates of 128Kbps and 44.1Khz stereo works.
