PC configuration

Hi,
I need to buy a new PC to rip audio CDs;I would like to try a mini PC, like a Intel NUC.
Could I have advices on this forum, knowing the fact that it just will be used with dbpoweramp Batch Ripper and another little software from datatronics (QQBox Pro 3), for the choice of a good configuration ?

Also, I ask myself what is the faster solution :

• rip directly on the hard drive (SSD, or HD)?
• rip on an external support (SSD, HD, ...) ?

CD drives are many times slower than SSD, even through USB3, so makes no difference.
