I keep getting "Error writing audio data to StdIn Pipe [dEncoder::EncodeBlock] when converting this one wave file to m4a. See screenshot and see attached sample. How do I fix this so I can convert successfully?

Your wave file is 28KHz, very unusual sample rate. Use a DSP effect 'resample' to put to a standard 44KHz
