Batch converting only new or changed files?

I am stuck because I cannot figure out how to batch convert new and changed files only. I tried Conditional encoding but that was less than helpful since it appears to do only 1:1 Source-Destination copies and that is not what I am trying to achieve with Batch converter. Can anyone help?

Conditional Encode: 'Skip file' if destination is newer than source

I know, but unless I read it wrong, that only allows a 1 to 1 copy which is not the same as a batch conversion, or am I missing something.

No that would convert and encode the files, and skip the files which exist and have already been converted. The 1:1 copy is chosen instead of 'skip'
