    Applying replaygain without transcoding

How do I use the replaygain (apply) dsp to a bunch of lossy files without having to transcode?

not sure you can, as "applying" the replaygain values changes the audio itself. Perhaps I'm wrong, but can't see how that would work without reencoding the audio itself.
p.s. there used to be a program called mp3gain that could alter the actual volume of mp3 files by changing something in each frame, but the effect was reversible.
