DSP Options - Volume Normalize - EBU R128

The CD Ripper/DSP Options help states "EBU R128: a newer standard of ReplayGain, the average loudness is calculated and the volume is adjusted. This method adjusts the audio. Internally the audio is calculated to a -23LUFS level, it can be adjusted with the dB scale on the right". My question is during the process of track by track volume normalization is there any compression of the audio signal or only a fixed gain adjustment track by track? Any advice would be appreciated. Thanks.

    A fixed gain is applied.
