"unable to extract a file from install" while installing OGG codec

I'm trying to install the ogg vorbis r26 codec, downloaded from codec central. After opening the installer the only thing I get is a popup window with "Unable to extract a file from install, possibly your security software is blocking the install", although there was no warning from my antivirus program.
r13 downloaded from codec central runs fine, but is not compatible with my DBPowerAMP Reference version.

System is a Win 10 Pro 1803 64 bit machine with Windows Defender

We have re-uploaded the codec, please retry.

The new file (3.8 MB instead of 2.5 MB before) works - thanks for the fast response!
