If you have R16, then on the advanced page for lame you can select:
Quality: -q 0 (slowest, high quality)
This is -q 0

I do not have details for R14 which is probably 10 years old now, sorry.

I use it, because there is a version of lame 3.98.4. In r 14.2 there is no this setting that you described. Only three quality selection modes.
Can I attach an old version of Lame to R 16.5?
You can replace lame.exe which is in the \Encoder\mp3 (Lame)
folder with any version you like.
