Explorer Tooltips Shows Audio Quality Low For Highest Possible M4A Audio FIles?

I have converted FLAC files to M4A using the latest available FDK AAC encoder. Here are the settings I used:

When I mouse over files converted with the above settings, this is what the tooltip info shows. Notice audio quality appears as low:

The highest possible settings are low audio quality?
