chkdsk brings up a MS-DOS style window but it disappears as straight away so impossible to read what is says

Rebooted. Tried to run R15.3 again as administrator... Still same error
You'll have to wait for Spoon and see if he can shed some more light on what is wrong, it's probably a dMC-R15.3-Ref-Registered.exe dependency issue, as everything else appears ok.
You may as well run the System File Checker tool as a last troubleshooting step.
Still curious....is this your own clean Windows 7 install or was it pre-installed on the new laptop?

It seems like issue with a previous Windows Update from June 2015:

All of that looks related to Windows internal telemetry....perhaps there was an improper shutdown while it was "phoning home" or trying to collect data or something. Hard to know. Also not sure how it would specifically impact dBp, aside from being a general Windows corruption.
I would test the Windows Installer (.msi) functionality with another program.....just try installing some other small program to see if the installer works.
Once more......clean install, or pre-installed?
Looking on the Microsoft Download Center Windows Installer 4.5 Redistributable is the latest version and for XP not Windows 7. My new laptop is running Windows 7, my previous laptop was running XP.

Sorry if it seems I'm harping on your installation status, but to me, this smells like a bigger Windows system issue, not anything specific to dBp. If you'll indulge me....you're saying that you bought a brand new laptop (literally "OEM new") that came with Windows 7 as the licensed OS? Which manufacturer, and did it also have a bunch of OEM bloatware?
Try installing a completely different program (not related to dBp). Anything that uses the MS installer..... If you get the same issue with any installation attempt, I would seriously consider performing a fresh Windows installation or, if you are not comfortable with that, returning the new laptop as defective.
In my experience, a Windows installation that has basic functionality issues from the start shouldn't be trusted going forward. It's never fun to re-install (or replace), but it's a lot easier when the setup is relatively new and you haven't yet installed & customized a lot of stuff.
