Volume Normalizer + Low Pass Filter (or Low Pass Filter and then Volume Normalizer)?

I am converting Flac to Mp3 (320 Kbps).

Please, what is the correct: First Volume Normalizer and then Low Pass Filter or the opposite (Low Pass Filter and Then Volume Normalizer)?

Please, just another question: Is 20.000 Hz a good set frequency for low pass filter or 21.000 would be better (I am converting flac to 320 Kbps CBR mp3)?

There is no need to low pass, it is the encoder which will low pass its self, your low pass would have no effect on the encoder.

EBU R128 is the newer standard.
