When I try to burn a CD, the writer always gets to 89% then says "Writing has occured but recovery is needed." What does it mean?
Not sure, I haven't seen this before - what type of CD are you writing? audio cd or mp3?

That percentage value corresponds as though you are writing 80 minutes to a 74 minute CD. Just a guess though?

No, I'm writing about 78 minutes onto a 80 min CD.
because of the nature of the error message, can it be something that your actual cd burner is reporting? what is your cd burner?

Just out of interest try creating an audio CD that is less than 74 minutes long.

Well I made a CD that's 50 min. and the warning message didn't pop up or anything, the CD was completely written. So I gues I should write CDs that don't have so many songs on them, right?
It is possibly length, rather than track count - I think if you stay below 70 minutes you will be fine, although I cannot guess what is causing this on your setup.
