editing tags

sorry if this is in the forum but I couldn't find it.

when editing tags:
1 if using Edit-ID-Tags is it correct to say that only the tags are changed and the actual rip is unchanged?
2. if using some other program is it correct to say that only the tags are changed and the actual rip is unchanged?
3. is there a way to edit the tags with Edit-ID-Tags and not change the original file date?
