Property Handler Exclusions Behavior

I'm wondering about the expected behavior of property handler exclusions. I mean what process of property handler being excluded for the excluded files.

I'm asking this since I'm currently annoyed with property handler behavior for large video files (.mp4), especially when deleting them, since it seems it check the files and slow down the overal deletion experience unnecessarily. I'm using the latest Ref 14.1 and still notice the slow deletion process.
