command to strip filename from pathname

Using the command line encoder, or external command utility, it would be useful to have a command that gives only the folder name (the pathname without the filename at the end) of the [outfile] or [infile]. (for example, to embed a jpg using the neroAacTag.exe command to a m4a file encoded by another encoder, when the jpg to embed is folder.jpg, which is in the same folder as the m4a file).
