VST Output Level Problem

When I use iZotope Ozone 4 as a VST plugin and set an output limit of -3 dB within Ozone, the converted audio is not hard limited to -3 dB. When I use the exact same Ozone settings in Adobe Audition 3, the output is limited to -3 dB. What am I missing?
