Ive just right-clicked on a WAV file, and clicked Convert To and selected to convert to an MP3.
However, the progress window shows but a progress bar does not and the resulting MP3 file is 0kb big.
Why would this happen?

My experience has been that when a conversion fails, that often a shell output file ends up being created anyway.
The question is what is causing these conversions to fail?
What are the properties (bits, frequency, channels) of your wave files? Are the wave files very short by any chance?
What settings are you trying to use for your mp3 files (frequency, bitrate/quality settings, channels)?
Are you trying to apply any DSPs? If so, which ones?

It happens when I convert stereo WAV files to 44.1 16 bit, 48khz 16 bit, with files of any size. No DSPs are being applied either.
You might try going to your dbpoweramp configuration and enabling Professional Frequency conversion (this should work with active trial version or with registered reference version of dMC, it might be available with the registered version with PowerPack, but I am not sure-my dMC Configuration suggests that Professional Frequency Conversion requires Reference).
You might try adjusting the settings for your mp3 output files to see if that might make a difference.

OK well now it suddenly seems to be working... I ran Window Washer, rebooted, and now its converting?
I'm glad its working now.
I'm not sure why running Window Washer would ahve made a difference. I'd be interested in hearing about why it might have helped.
