The track plays more slowly and deeply after converting

    R13.1 Ref

I have a funny track from the internet.
The attributes of the file by the explorer audio properties: MPEG Layer 3, 1 minute 36 seconds, 32 KHz, 16 bit, 256 kbps, LAME3.92U, [ID3v2.3 (ANSI) & ID3v1.1]
Winamp shows: MPEG-1 layer 3, 129 sec, 44100 Hz, 192 kbps, and the playing time is 2:08.
    VLC 0.9.6 shows: mpga, 44100 Hz, 192 kb/s, 2:08.

After the conversion to 128 kbps, 44,1 KHz,
the attributes of the file by the explorer audio properties: 2 minutes 56 seconds, 44,1 KHz, 16 bit, 128 kbps, LAME 3.98, [ID3v2.3 (ANSI) & ID3v1.1]

The result is the same, when converting with [as source] frequency option (only the frequency remains 32 KHz).

There is no such lengthening problem (from 2:08 to 2:56), when I convert with Audacity.

The file might have a damaged header and incorrect first frame(s).

Probably winamp, vlc and audacity looks deeper into the file, than db.

But why can't detect db this length problem after the conversion, before placing the result file and why doesn't generate an error ? I've detected this only by luck and it's a very long time to verify each conversion manually.
