Your drive may have switched from DMA to PIO hence the reduction in ripping speed. This can happen if you try to rip a CD with defects that has to be reread a number of times.
Which drive do you have?

I have a phillips cdd 5263 it is supposed to read at x24 but it is only going at x4, and it has not switched to poi, it is still dma
Many CD drives set the drive speed when a disc is inserted (for the condition of CD), try putting a CD in which ripped at x14, see if it is still x14?

I put in a brandnew cd fresh out of the wrapper and I still only at x8 ripping speed
If the drives maxium speed is around x24 then ripping is likely to give max speed / 2, it is how many drives are.
