In short no!, if you were to take a Mp3 file that was 64Kbps and convert it to 320Kbps, even though the resulting Mp3 file would take up more space on your Computers disk drive, it would not be of any better quality. Why? because when the quality is lost (when it was converted to 64Kbps) it is gone, and nothing is going to bring it back. The only way to increase the quality of an Mp3 is to re-rip it (record it) from the original Audio CD encoding it at the higher bit rate.
