Substring for Sound Files...

I am trying to work on an program which will given SoundPieceA and SoundPieceB say if SoundPieceB occurs in SoundPieceA and if so, where can it be found in SoundPieceA.

Its effectively a standard substring function where sound files are the input rather than strings.. No restriction on the format, can be uncompressed wav.

Is there any way I can use dBpoweramp for this purpose?
