    The issue has to do with stored lyrics in the tag. If I remove the lyrics, dbpoweramp displays the rating properly. If I re-add the lyrics, it displays the rating incorrectly again as 10.

    Monkey's Audio has well known limitations supporting any audio format greater than 16-bit 48KHz. For high def audio, you are better off using FLAC or anything else other than Monkey's Audio.

    Rebooting to clear cache makes a major difference. If you did not reboot after your initial conversion, your test was invalid (as I stated above).
